In past couple of years, the vast majority of American transit systems have either raised fares, cut service, or both. In addition to doing that, they have looked for concessions from unions. Usually, these concessions have consisted of increased employee contributions to pension plans and health care. Oddly, certain work rules that combine to significantly drive up the cost of transit are not discussed, even though modifying them would save money without negatively affecting bus driver pay and benefits.
